luci-app-snmpd: group options in tabs
This commit groups the existing options in a general tabs and advanced tab. It also prepares to add additional tabs for SNMPv1/v2c and SNMPv3 in the future. Signed-off-by: Christian Korber <ck@dev.tdt.de>
