mediatek: filogic: Qihoo 360T7: fix DDR3 rate

According to the datasheet GigaDevice GDP1BFLM-CB is 1866 Mbps DDR3 chip.
This commit reduces DDR3 rate from 2133 to 1866 Mbps.
