generic: add CONFIG_REGULATOR_QCOM_USB_VBUS

Browse Source 
CONFIG_REGULATOR_QCOM_USB_VBUS showed up on Layerscape recently, and it
looks like multiple targets disable it manually, so simply disable it in
generic configuration instead.
