Chuanhong Guo 7f6895da27 siflower: switch to kernel 6.18 and drop 6.12
The only two boards supported in this target are tested with 6.18
and they both work fine.
Switch to 6.18 directly without going through a testing phase.

Chuanhong Guo 46da9cc91b siflower: fix drivers for kernel 6.18
Update drivers for 6.18.

For SF19:
1. update the GPIO set callback to return status and use the restored
   platform driver remove callback.
2. drop the obsolete PCS-ignore flag. Linux 6.18 removed the broken
legacy PCS ethtool and carrier handling, making phylink
   authoritative unconditionally.

For SF21:
1. update the PCIe and XPCS remove callbacks
2. pass the new negotiation mode argument to the PCS state callback
3. replace the now-private init_dummy_netdev() helper with an allocated
   dummy netdev.
4. Track initialized NAPI contexts so probe failures and device removal
   release only valid resources.

Chuanhong Guo 16caec1f66 siflower: restore files for v6.12
This is an automatically generated commit which aids following Kernel patch
history, as git will see the move and copy as a rename thus defeating the
purpose.

Chukun Pan ba7aa2a971 generic: backport MSI affinity support for DW PCIe
Currently, the DesignWare PCIe driver cannot configure interrupts on
SoC that do not support MSIX. All MSI interrupts are handled by CPU0.
Backport MSI affinity support for the PCI dwc driver from linux-next,

Backport phylink patches for PCS/PHY caps OPs. This makes it easier to
align future generic PCS patch and permit supporting special PHY that
needs specific tune if "in-band" mode is enabled (for example Aeonsemi
PHYs)

This is also mainly using the upstream version of the Mediatek patch
739-net-add-negotiation-of-in-band-capabilities.
