Nick Hainke 08071e1036 kernel: netsupport: add kmod-sched-taprio 
Add the Time Aware Priority (IEEE 802.1Qbv) queuing discipline, used
for Time-Sensitive Networking.

The Hellcreek switch driver depends on taprio, so disable it to avoid
a new config prompt.
