Julius Bairaktaris 9708be59b2 pcre2: enable JIT on riscv64 and loongarch64 ...

PCRE2 supports JIT on RISC-V and LoongArch64, but PCRE2_JIT_ENABLED
cannot be selected for them. Allow it and enable it by default, as on
aarch64.

libpcre2-8.so grows by 61 KiB on riscv64 and 54 KiB on loongarch64,
compressed with xz.
