Markus Stockhausen 6ca4da2c70 realtek: dsa: standardize PIE function names

Rename PIE functions to use the otto_pie_ prefix, followed by the SoC
identifier: 838x, 839x, 930x or 931x. Apply the naming scheme to public
entry points and internal helpers, matching the other driver modules.

Update pie.h declarations, SoC callback tables, L3 callers and references
in comments accordingly.

No functional changes intended.
