Daniel Golle 99e45c8c28 packages: add BuildContainer ...

Prepare for the addition of a 'container' feed which is going to use
a Make function called 'BuildContainer' to declare packages. Include
that pattern in scan.mk, so `scripts/feeds` is able to find and install
such packages.
