Daniel Golle 146a31c962 kernel: add V4L2 codec helpers and the Hantro VPU module ...

Package the H.264, VP9 and JPEG helper modules on their own so several
stateless codec drivers can share them, and add the Hantro VPU driver
used by i.MX8M, Rockchip, Allwinner, Microchip and ST SoCs. The i.MX
CODA package takes the JPEG helper from the new package.
