Markus Stockhausen 155ffbfad8 realtek: eth: remove unnecessary MTU change locking 
The TX timeout recovery is now performed from a workqueue
under RTNL, which serializes it against MTU changes.

The driver no longer needs to use its spinlock to prevent
the timeout recovery from reprogramming the packet length
and RX ring limits concurrently with ndo_change_mtu().

Remove the spinlock from rteth_change_mtu() and update the
corresponding comment.
