Markus Stockhausen 174f1180a4 realtek: dsa: move remaining LAG handling to lag.c ...

LAG handling is split between dsa.c and lag.c. Consolidate the remaining
LAG callbacks and helpers in lag.c to keep related functionality together.

Rename the moved functions with the otto_lag_ prefix and declare the
cross-file interfaces in lag.h. Update callers, DSA operation tables and
RTL93xx configuration references, and add the required includes.

Leave the port management functions in place for a later refactoring.
No functional changes intended.
