The burst of the port egress rate limiter is clamped to 64000 bytes. The bucket of the limiter is 16 bits wide and has to hold the burst and the frame that is sent. When the two no longer fit, the port is not limited at all, so that clamp only works for frames of up to 1535 bytes. On an RTL9303 with a limit of 100 Mbit/s, 400 Mbit/s offered and frames of 9018 bytes, all 400 Mbit/s pass. Clamp the burst to what leaves room for the largest frame the switch forwards.
