John Crispin 468176411c uboot-mediatek: rebuild the fip if BL31 changed ...

The fip contains BL31 from trusted-firmware-a, but the U-Boot build does
not depend on it. After a rebuild of trusted-firmware-a, the fip and the
images that contain it keep the old BL31.

Make the build stamp depend on the BL31 image.
