George Sapkin 3abc02c2eb build: refactor provides logic ...

Refactor provides logic into a helper define and use it for both apk and
control. Document the behavior.

Store preformatted provides in Package/$(1)/PROVIDES similar to defines.

Remove unnecessary logging.
