Tianling Shen 12fa348112 rockchip: import pending naneng ComboPHY RTERM detection fix ...

Some RK356x ComboPHY revisions can fail to detect the PCIe endpoint
RX termination, leaving the link down before endpoint enumeration.

Import the Rockchip workaround to force the RTERM detection-ready
signal. This restores the RTL8111H PCIe link on a 1 GiB NanoPi R3S.
