Daniel Golle 33fe2cce61 rockchip: move 64-bit specifics to the armv8 subtarget
The pci and pcie features and the Image kernel target describe the
64-bit RK33xx/RK35xx boards, not the Rockchip family as a whole. Set
them in the armv8 target.mk so that a 32-bit ARM subtarget can build a
zImage and does not advertise PCIe.

The feature set and kernel targets of armv8 stay as they were.
