Gennaro Cimmino 87087bec5c realtek: l3: drop L3_FORWARD for ROUTE_ACT_FORWARD ...

L3_FORWARD had one user, the action of a router MAC entry, and the
same value as ROUTE_ACT_FORWARD. Use that one and drop the duplicate.
No functional change.
