Mikhail Kshevetskiy dc1a8125d0 airoha: update pinctrl driver to match linux-7.3 ...

Changes are based on linux-pinctrl/for-next (future linux-7.3) branch.
Existing pinctrl patches were adapted for upstream driver.

The commit was adapted to fit openwrt stable branch.
