Only a root tbf is offloaded, and TC_ETS_GRAFT and TC_PRIO_GRAFT are refused, so a rate on one band of an offloaded ets or prio stays in software. A tbf on the top band now programs that band's L1 node shaper, which also carries the port's multicast queues and sparse list. The lower two bands share one L1 node and are four L0 queues each, so no single bucket meters one of them, and a tbf there is refused. Measured on IPQ8074 on a 100 Mbit/s port, n=3: a 20 Mbit/s tbf on the top band holds it to 18 Mbit/s, against 94 Mbit/s without the tbf.
