Satoshi Ikeuchi 32b290aba4 ipq-wifi: support IPQ9574 board-file installation

Recognize the IPQ9574 suffix and install board data under the standard
ath11k IPQ9574/hw1.0 directory. Reuse the existing installation helper
and leave all other chipset mappings unchanged.

This routing is also proposed by Sandeep Sondagar in OpenWrt PR #24432.
Keep the shared installation support separate from model registration.
