Daniel Golle a04aed6795 kernel: other: no longer package OSLEC for Linux 6.18 ...

OSLEC has been dropped upstream since Linux 6.16.

Reflect that by no longer providing the kernel module package
`kmod-echo` which essentially became an empty stub.
