Semih Baskan aa86f992b2 kernel: 6.12-6.18: move xhci single-roothub fix to backports

The USB3 port event fix for single-roothub controllers was merged
upstream through the usb-7.3-rc1 pull as commit 3e91ec3e7d80.

Move the patch from pending to backport in both kernels and replace
the header with the upstream commit.
