Rosen Penev 820fbf4a9f ath79: remove CONFIG_IC17XX_PHY ...

The module is available where needed. It's also unused by ath79 devices.

The symbol was introduced in the transition to ath79. The hope was
probably that all devices would be migrated, but the one user in ar71xx
(RB493) never got converted.
