Satoshi Ikeuchi bd584ea943 mac80211: add IPQ9574 ath11k support ...

Carry the public IPQ9574 ath11k hardware support and allow
kmod-ath11k-ahb on qualcommbe.

The ath11k change shares its public origin with PR #24432. Keep its
backports-layout adaptation distinct from board-specific enablement.
