Move the secure WCSS driver, binding and split-firmware support from qualcommax to the common kernel patch series. IPQ9574 support is already provided by this driver. Split out the unchanged TME-L client header so qualcommbe can compile the driver without enabling the mailbox controller. Keep the qualcommax-only follow-up patches in that target; its resulting driver is unchanged. Describe the existing multi-file loading interface in the common binding and leave the driver disabled unless selected by a target.
