Backport the change that configures GDM3/GDM4 as WAN and enables GDM2 loopback when HTB hardware offload is requested, instead of enabling them during device initialization. This lets GDM3/GDM4 operate as LAN ports until hardware QoS requires the WAN path. The change also handles QDMA migration on running interfaces when switching port roles.
