Out of reset the RSS hash puts every flow in the same bucket, so the RX hash qca_edma reports is the same for every frame and RPS cannot spread the receive work. Program the hash, and spread unicast to the CPU port over four queues from each of its queue bases 0, 4 and 8 by it. Queues 0 to 11 share one priority and one DRR node. Only queues 0, 4 and 8 carried unicast before.
