IGMP and MLD frames are switched like any other multicast, so a report addressed to a group that already has an MDB entry goes only to the group's member ports, the bridge's multicast snooping never sees it and the membership expires. Redirect IGMP and MLD from the user ports to the CPU with an APP_CTRL protocol entry, as mv88e6xxx does with IGMP_MLD_SNOOP; the bridge forwards them in software. On IPQ8074 reports reach the other ports only as forwarded by the CPU.
