Christian Marangi 443e267bdb airoha: add support for AN7583 PCIe Gen3 PHY ...

Add support for the PCIe required to make the PCIe Gen3 Controller work for
Airoha AN7583 SoC. To correctly work both the PCIe PHY and the QPHY needs
to be configured or PCIe card will fail to train and detect.

Automatically refresh any affected patch.
