On a sae-compat BSS, the SAE-EXT-KEY AKM goes into the RSN Override 2
element. generate() writes that element only when its AKM list, its
pairwise cipher and its MFP setting are all set, and parse_encryption()
set the pairwise cipher only for GCMP-256. With sae_ext_key on and no
GCMP-256, because gcmp256 is off or the phy does not support it, the AKM
was silently dropped. Commit fc652db52a meant the AKM and the cipher
to follow their own options.
hostap's hostapd/hostapd.conf says the second override set is "required
to be used for Wi-Fi 7 (EHT/MLO) associations with RSN overriding", and
sae-compat enables sae_ext_key by default on EHT. On a phy without
GCMP-256, an EHT sae-compat BSS therefore had no such element.
Use CCMP for the RSN Override 2 element when sae_ext_key is set and
GCMP-256 is not used.
