Yalei Zang 7287a40ccf airoha: introduce device tree overlay support for AN7583 ...

To reduce code duplication across different AN7583 evaluation boards,
introduce a shared multi-EVB base device tree and utilize Device Tree
Overlays (DTSO) for board-specific configurations.
