haproxy: Makefile polishing

- There should be shorter TITLE in Package/haproxy/Default
otherwise it is not shown
- No need to call Build/Prepare/Default
- Remove twice TITLE in non-SSL variant
- Make conffiles more clear
- Remove empty menu for halog
