9d26c089bb liboping: add pkgconfig to dev install target 
The packages 'liboping' does also provide da 'pkgconfig' file. So that other
programs that link against this library and use pkgconfig can find it more
easily, the provided pkconfig file must also be copied into the staging dir.

0c10c224be treewide: remove AUTORELEASE 
Automatically compute and substitute current values for all
$(AUTORELEASE) instances as this feature is deprecated and shouldn't be
used.

The following temporary change was made to the core:

cb4d8ccb27 liboping: fix compilation with ncurses 6.3 
Fix compilation with ncurses 6.3 by adjusting the printf format strings.

Apparently ncurses 6.3 introduced some new formatting tweaks that
broke things.

Fixes #18110

bbb1ea7345 treewide: Change .*GPL.*+ licenses to SPDX compatible identifier 
The CONTRIBUTING.md requests an (or multiple) SPDX identifier for GPL
licenses. But a lot of packages did use a different, non-SPDX style with a
"+" at the end instead of "-or-later".

Also introduce new location of downloads and correct
