Jeffery To dcf551fbcf python-cython: Add new host-only package 
The host build replaces the use of the host pip requirements file. This
also updates the dependants of Cython to depend on the host build.

Eneas U de Queiroz 0aff79f29f setools: Avoid using host libraries 
This adds $STAGING_DIR to library search paths in setup.py, to avoid
picking up host libraries when linking.
