876d139c98 python{,3}: remove STAGING_DIR_HOSTPKG fallback definition 
STAGING_DIR_HOSTPKG is now defined in both OpenWrt and LEDE, so we can
start to rely on it.

3af2027886 python3: sync makefiles with python package 
Technically, this just updates build details.
No functionality change to package itself.

So, no need to increase PKG_RELEASE on this change.
