Jeffery To 17d5bf224c python-pytest-forked: Update to 1.6.0 
The overly-strict build requirements in 1.3.0[1] would cause a build
failure with pyproject.toml-based builds.

Jeffery To 3ee4e7297c python-setuptools-scm: Add new host-only package 
The host build replaces the use of the host pip requirements file. This
also updates the dependants of setuptools-scm to depend on the host
build.

This also removes the toml host pip requirements file as toml is not
used by any other package.

Jeffery To c0340f631c python: Use locked for host pip 
This also removes PKG_BUILD_PARALLEL:=0 that was added for packages that
use HOST_PYTHON3_PACKAGE_BUILD_DEPENDS.
