libtorrent-rasterbar: add boost as dependency for python package

`boost-python3` will be only selectable after `boost` is selected,
so add `boost` to dependencies as well.

libtorrent only links to boost headers since boost 1.69.
Remove boost-system from the dependencies and add boost as build
dependency.
