Peter Polonec 4faf9d37e9 php8-pecl-http: disable TLS-SRP detection 
curl 8.22.0 removes TLS-SRP support. Explicitly set
PECL_cv_LIBCURL_TLSAUTH_SRP=no to prevent configure from
running a test that fails when cross-compiling.
