Josef Schlehofer af52f1e439 x264: update to commit from 2020-10-26 ...

Snapshots were discontinued according to
https://downloads.videolan.org/x264/snapshots/x264-snapshot-20191218-README.txt
and users should use source code.

While at it, fix SPDX License Identifier to correct one.
