Fix potential linking issue:
```
/mnt/snapshot/staging_dir/hostpkg/bin/swig: error while loading shared
  libraries: libpcre2-8.so.0: cannot open shared object file:
    No such file or directory

error: command '/mnt/snapshot/staging_dir/hostpkg/bin/swig' failed with
  exit code 127
```
