Rosen Penev d93fd61d62 kea: Don't install to STAGING_DIR_HOST 
STAGING_DIR_HOST is for packages under tools/ , not host packages.

Reorganized Makefile for consistency between packages.

Added PKG/HOST_BUILD_PARALLEL for faster compilation.
