Alexandru Ardelean db09fc6eeb frr: update to 10.7.1
10.7.1 accepts libyang v3, so frr keeps building against libyang-legacy.
Refresh 997-reverse_python_test.patch, which otherwise applies with an
offset of one line; the other two patches are unchanged.
