Luiz Angelo Daros de Luca 4e0d54f4d2 openvpn-easy-rsa: make it reproducible 
The "build" script was replacing a ~DATE~ with current date.
Now it uses $(SOURCE_DATE_EPOCH).

Fixes #17848
