Josef Schlehofer 3532ad3de1 sqlite3: add version check override ...

On openwrt-24.10 PKG_VERSION uses the upstream download format, for
example 3530100, while sqlite3 --version prints 3.53.1, so the generic
version check fails. Convert the version before checking it. master
and openwrt-25.12 already use the dotted version in PKG_VERSION.
