Sebastian Kemper 93e08d1ad9 pjproject: fix pkg-config file ...

The .pc file uses hard-coded paths:

prefix=/usr
exec_prefix=${prefix}
libdir=/usr/lib
includedir=/usr/include

It also pushes "-I/usr/include" into CFLAGS. This commit amends all of
that.

Resolve: #483
