16.4.0 references the same commit as the vulkan-sdk-1.4.357.0 release
tag; use the semver tag as before to keep package-manager version
comparisons monotonic. Part of a joint bump across vulkan-headers/
loader/tools, spirv-headers/tools and glslang to LunarG's latest
released Vulkan SDK.
