Keep marketing/vendor bundles reading --tblr-secondary

tabler-marketing.css and tabler-vendors.css don't emit their own :root
block, so removing their last reference to --tblr-secondary made the
custom property vanish from those two compiled bundles and tripped
check:compat. Revert that part of the fix; the rest (forms, cards,
accordion, and the other core UI components) is unaffected.
