Dirk Brenken 806cd13419 luci-app-travelmate: fix WLAN scan for non-root users ...

- added the missing "download" scope to cgi-io Path access remains restricted by the
  existing file ACL, so no additional file becomes readable. Also drop the
  stale travelmate.pid entry, it has no consumer in the frontend anymore.
