rockchip: add camera capture kernel modules

The RK3588 camera path is two drivers: the video capture unit and the
MIPI CSI-2 receiver that feeds it. Package both, so a board with a
camera connector can use them.

kmod-video-rockchip-cif pulls in the receiver, since MIPI is the only
input the driver supports on RK3568 and RK3588.
