uml: add v6.18 as testing kernel

Check out the TESTING_KERNEL option to build OpenWrt UML with v6.18.
Be aware that the old UML networking is now gone! Please checkout:

Note: v6.12 already supported vector transports.
The README.md has been updated to reflect this change.
